flushing from streams or wells. In the case of certain of the closets on War Department land a scheme for the provision of such
flushing has already been agreed upon.

With regard to the question (c) referred to in the second paragraph of the letter from the Admiralty certain of the public sewers out-fall at points where it is highly undesir- -able to permit the discharge of focal matter, and it was there- -fore considered advisable to ascertain whether the Naval and
Military Authorities had connected their water closets with those sewers and, if so, with which.

I regret that the action of the Director of
Public Works should have been interpreted as being in any way an
interference in matters connected with the administration of the Naval Establishments. I propose to send a copy of this Despatch to Vice-Admiral Sir Martin Jerram and to suggest to him that representatives of the Naval Authorities and the Public Works Department should meet to consider the questions raised on the
lines which I have indicated.
